The following articles from Google seem to suggest that the API-based “developer community” approach should be hand in hand with the configuration-based “web designer” approach: “Google Custom Search Engines (CSE),” “Build and customize your own search engine,” and “About Google Blog Search Pinging Service.” You don’t have to be a programmer to use this stuff—it took me quite a while to appreciate this approach because of my obvious bias.
